What changed in 2026

## Permanent residency now needs real income.

Since 6 July 2026, Res. DNM 407/2026 requires proof of income that is real, verifiable and matches the activity you declared when you applied for temporary residency. There is no minimum amount, and zero (nil) tax returns no longer count.

12 categories

### Ways to prove your income

- Professionals, technicians and employees
- Independent workers in commerce and services
- Remote workers and digital nomads
- Property owners, shareholders and partners
- Farmers and ranchers, and religious workers
- Retirees and pensioners
- Dependants and students

Rules that trip people up

### Before you choose a category

- It must match the activity in your temporary application
- A spouse can rely on the other's support with a marriage certificate and the partner's ID or residency card
- Being a student is not enough proof on its own
- RUC returns must show real activity, not zeros

The standard track

## From temporary to permanent in five steps.

Migraciones publishes no official processing times. Where we give one, it's what was reported in 2026.

1. ### Build your income evidence early
From the day your temporary residency starts, keep the records your category needs: work certificates, pension statements, or RUC filings with real activity.
   When: throughout your temporary residency
2. ### Get your Paraguayan certificates
A police certificate for foreigners, a good-conduct certificate from the Policía Nacional, a judicial record certificate and an INTERPOL certificate. You don't need a new criminal record from your home country.
Where: Asunción · Only for ages 14 and over
3. ### File in your 3-month window
In person at Migraciones, within the 3 months before your temporary card expires. Bring your passport, cédula, temporary card, any civil-status changes and your income proof, as originals with authenticated copies.
   Fee: Gs. 2,926,925 · Since 1 July 2026
4. ### Permanent residency granted
You receive a permanent card, renewed every 10 years ([Migraciones](https://migraciones.gov.py/residencia-permanente-para-el-cambio-de-categoria-de-residente-temporal/)), and update your cédula. [Cédula renewal](https://www.paraguayprocess.com/paraguay-cedula.html#renewal)
   Reported: 3–6 months
5. ### Keep it
Permanent residency can be cancelled after more than 3 years in a row outside Paraguay without justification (Ley 6984/2022, Art. 55). Ask Migraciones for authorisation before you pass the limit.
Renew the card every 10 years

### Missed your window?

You can still file for permanent residency up to 1 month after your temporary card expires, with a late fine of Gs. 702,462. After that month, you can only ask for an extension of your temporary residency, up to 6 months after the card expired. [Check your dates](https://www.paraguayprocess.com/tracker.html)

Common questions

## Paraguay permanent residency questions, answered.

**How long does it take to get permanent residency in Paraguay?**

On the standard route you hold temporary residency for up to 2 years and file in its last 3 months. Migraciones publishes no processing times; 2026 reports put the permanent stage at 3–6 months. With the Investor Pass you apply for permanent residency straight away.

**How much income do I need for permanent residency?**

Res. DNM 407/2026 sets no minimum amount. What matters is that the income is real, verifiable and matches the activity you declared for temporary residency.

**Do I need a new criminal record from my home country?**

No. For the change to permanent, Migraciones asks for Paraguayan certificates (police, good conduct and judicial) and an INTERPOL certificate, for everyone aged 14 and over.

**What happens if my temporary card expires before I file?**

You have 1 more month to file for permanent residency, with a late fine of Gs. 702,462. After that you can only request an extension of temporary residency, up to 6 months after expiry.

**Do I have to live in Paraguay as a permanent resident?**

Not full-time. More than 3 years in a row outside Paraguay without justification is grounds for cancellation (Ley 6984/2022, Art. 55). If you need to be away longer, ask Migraciones for authorisation first.
