Permanent residency now needs real income.
Since 6 July 2026, Res. DNM 407/2026 requires proof of income that is real, verifiable and matches the activity you declared when you applied for temporary residency. There is no minimum amount, and zero (nil) tax returns no longer count.
Ways to prove your income
- Professionals, technicians and employees
- Independent workers in commerce and services
- Remote workers and digital nomads
- Property owners, shareholders and partners
- Farmers and ranchers, and religious workers
- Retirees and pensioners
- Dependants and students
Before you choose a category
- It must match the activity in your temporary application
- A spouse can rely on the other's support with a marriage certificate and the partner's ID or residency card
- Being a student is not enough proof on its own
- RUC returns must show real activity, not zeros

Do I need a new criminal record from my home country?
No. For the change to permanent, Migraciones asks for Paraguayan certificates (police, good conduct and judicial) and an INTERPOL certificate, for everyone aged 14 and over.
